Women and children better. The strategic plan for 2008-2011 includes a very critical issues affecting young people, but dealing with the matter of having self reliant society. Creating a self reliant society requires strategies that would be empowering. Limbika therefore adopts as a key strategy to responding to human rights violations, HIV/AIDS prevention and mitigation and other health problems through the process of EMPOWERING. Youth, women and children empowerment focuses on various areas not limited to life skills, creating environment which is conducive, economic and livelihood development, community mobilization general civic education for on human rights, HIV/AIDS governance and leadership development. Limbika has now clearly defined its path for the next 4 years. Apart from this document, Limbika shall be entitled to plan a mid term review for the strategy. The review shall be planned for May, 2009. However it shall be important that the annual basis, the document should be critically reviewed to look at gaps that could be happening in the context of the activities. Finally as strategic plan is the backbone and guiding document in the organization, the Executive Director and entire team of the organization are entitled to effectively use the strategic plan. The SP should guide the secretariat in the development of comprehensive programmes to cater for all the strategies for the organization. Above all, in liaison with the Board of Directors, the secretariat should monitor its activities carefully. In respect of that the BOD should always remember its mandated responsibility of controlling activities carried out by Limbika. Thanking all of you in advance, Virginia Mazambani Board Chair Limbika Youth Organization 1. Introduction JUSTIFICATION FOR THE STRATEGIC PLAN REVIEW Limbika Youth Organization was established in 2001 with the aim of bringing light to rural youth in development interventions with much focus on the need of full participation in developmental issues. Since its inception, Limbika Youth Organization has been implementing its programmes using short term plans. Having looked at the problem side of doing that, the then Executive Director of National Youth Council of Malawi (NYCOM) Mr. Alex Mseka advised Limbika to develop strategic plans which in his view assist the organization to have clear picture of what will be achieved at the end of a certain period of time. It is against this background that Limbika decided to develop this strategic plan document which will guide it (Limbika) for the next 4 years. Before coming up with this document Limbika conducted a comprehensive organizational evaluation after the Board of Directors noted that the organization has got no clear “vision”, “mission”, “strategic plan” and “target group”. So this strategic plan has put in place the clear vision, mission and target group as well as the technical planning of activities for easy implementation of programmes. From this day of 4th May, 2008 Limbika Youth Organization shall be using the new vision, mission statement. You will find all these new shifts below and thereafter the technical planning of activities to be implemented for the next 4 years. Limbika Youth Organization is more than ready to accommodate any critics, advice and recommendation either from peer NGOs or any other body who would offer recommendations towards revisiting of this document in order to come up with the very effective strategic plan. The organization will make sure that all planned activities are implemented and if not they will be shifted to later dates for possible action until the management see to it that something have happened. 2. Major shifts in the strategic plan The strategic plan considered several options and operational aspects of Limbika Youth Organization. The main issues raised were the revisiting of the vision and mission statement plus target group. The major strategic consideration in the strategic plan includes: Putting in new form of vision, mission statement and target population The strategic plan has put in new form of both vision and mission. The new vision now reads; “a HIV/AIDS, self reliant society that respects democratic values and principles” From now on wards the mission statement of Limbika Youth Organization shall read; “strive for the transformation, good health, betterment, survival and auspicious future of the young people by providing them with basic education in sexual reproductive and public health issues, HIV/AIDS, nutrition and creating access for them to take part in making development decisions” As the mission reads now anyone is able to know the target group which are youth, women and children. This clearly means that in all what Limbika is ought to do or implement, the aim is to serve the interest of youth, women and children. 3. What will make Limbika Youth Organization so special in its catchment area? Limbika is special in its programmes because it clearly states what it intends to do, the target group is clearly known and all its programmes serve the interest of youth, women and children. Although it is so, Limbika shall not exclude working in partnership with peer organizations country wide. 4. Catchment area This strategic plan development meeting agrees to maintain the catchment area as; “Malawi” 5. Other binding issues a) The Board of Trustees shall have powers to organize fundraising activities aimed at supporting project activities of the organization in a manner determined by them. b) All affiliated members and volunteers shall be entitled to pay an applicable, non refundable annual membership fee as determined by the Executive Director and Board of Trustees. c) The organization shall maintain several accounts as shall be determined by the Executive Director in consultation with the Board of Trustees. d) The organization’s main account shall be maintained with any banking institutions as determined by the Board of Trustees and the following shall be the signatories of main account the i) The Executive Director ii) Programmes Manager iii) Finance Controller e) Any fund special for the project shall have its own account to be opened by the same signatories LIMBIKA YOUTH ORGANIZATION KEY ISSUES AND STRATEGIES YOUTH DEVELOPMENT Strategic Issue Strategic Objective Strategies 1.1. Empower women and children on issues of human rights, responsibilities and democratic values in the context of HIV/AIDS related matters. Enhance counseling and rehabilitation activities for children in need of special care (child prostitutes, child laborers, children in conflict with the law, abused children, street children etc) Institute community based action groups to advocate for the rights and responsibilities of women and children. Conduct sensitization and mobilization campaigns to enhance community support systems for the protection and promotion of women and children’s rights. Organize a variety of community focused campaigns on violation of human rights and democratic rights Develop Economic and entrepreneurial initiatives that offer sustainable alternative means of employment and income generation for the infected and affected Promote basic functional literacy initiatives for women, men, girls and boys at community level. Develop highly illustrated user friendly literacy multimedia productions Strengthen communication for behavior change programmes to empower young people to disseminate issues on rights and responsibilities. It will guide and focus our work from now until the end of 2011. We will ensure that the plan is implemented by doing the following: - 1. Our work plans for each programme will be developed and refined so that they clearly demonstrate how they are moving us towards these goals; 2. Our performance at every level of the organization will be reviewed annually by the Board based on our progress towards the strategic directions; 3. We will publicize this strategic plan to our various partners and communities so that we can be held accountable to these directions. STRATEGIC DIRECTIONS 1. Advocacy and Public Education Limbika Youth Organisation will advocate for and with vulnerable young people and will develop structures to identify and undertake advocacy at every level of the organization as stipulated above. We will develop our awareness of public policy and seek venues for input into policies relevant to vulnerable youth. Advocacy offers unique opportunities for input into systems addressing youth, a group that has not received sufficient attention from government or the non-profit sector. Limbika Youth Organisation will remain current about changes in legislation, public policy and emerging trends affecting youth. We will anticipate the impact of these changes and take appropriate action, including: - a) Implementing programs that help youth overcome barriers; b) Taking a stand on issues, voicing our views and helping youth to voice theirs in a constructive way; c) Advocating actively for resources to develop new programs; d) Implement public education approaches directed at the general public, funders, policy makers and other stakeholders. 2. Research We will use data collection and research to make effective decisions about program priorities and to support our advocacy and education initiatives. Activities will include: - a) Increasing our capacity to collect and analyze data in each of our program areas - this will allow us to illustrate impartially who we serve, what services we provide, as well as the results of our interventions; b) Using this information to instruct our decisions about which programs to continue, to alter, to close or to develop; c) Using the process to identify gaps in service, and to raise issues affecting vulnerable youth in a way that could influence public policy and bring resources to the community; d) Developing partnerships with academic research bodies to become active participants in research; e) Participating in selected local, national and international studies on youth; f) Developing information technology and the staff skills, and allocating time to collect and analyze data to support this work. 3. Strategic Alliances We will increase our effectiveness, reach and resources through alliances with members of various communities. Although Limbika Youth Organisation has been depending on funding from National Aids Commission NAC, this has decreased significantly or has been flat lined over the past 3 years. Activities to move us in this direction will include: - a) Expansion of our capacity to develop funding proposals; b) Development of stronger links to private sources; c) Identification of appropriate corporate sponsorship opportunities; d) Research to establish the feasibility of a business model within the Organisation to operate for-profit initiatives; e) Build on our increased public profile resulting from the move to Scarborough and from our capital campaign to secure funding and to develop appropriate partnerships; f) Working with our volunteers to establish stronger connections outside of the social service sector; g) Developing linkages with key media contacts in order to promote awareness of the issues affecting vulnerable youth; h) Ensuring that board and staff are culturally sensitized to the communities we serve; i) Maintaining our linkages with service providers, networks and coalitions, and developing other means to ensure that we can identify, partner with and support initiatives that most effectively serve the diversity of youth populations. 4. Programs and Program Development We will continue to review our current programs on an annual basis, to determine relevance, excellence and viability. We will continue to change our programs as required and be prepared to develop new ones. The annual Service Plan produced in each program is a combination of a critical review of past performance, using an impact/ outcome-based model of evaluation, and the design of a plan for future work. We feel an obligation to constantly attend to the development of innovative, high profile and cost effective services through research and good program evaluation. Activities will include: a) Integrating new programs that address service gaps; b) Ensuring that continuing programs are effective and efficient and discontinuing those that are not; c) Continuing to adapt quickly to changes in economic and social environments. 5. Community We will focus our work in communities, not in isolation. These are communities of interest, geography, culture and ethnicity. Historically, Limbika Youth Organisation focus has been on service to members of the community and vulnerable people. We have begun to broaden our vision to incorporate not only our service-based work but also a community development/community capacity-building approach. While our role in providing services and supports to individual and groups of youth will remain a cornerstone of our work, we also are committed to broader community development approaches. This arises from recognizing a number of factors:- We are aware of the high degree of diversity in relation to ethnicity, race, and culture as well as immigrant and refugee populations in the areas we are working. Each group has its own skills and strengths, and its own unique set of barriers that inhibit their ability to achieve their goals; There are effective ways of engaging with each group, and we need to learn about and utilize these (some of our programs, Inner City for example, already have expertise in this area); Neighborhoods have their own social, economic and physical infrastructure that either supports or inhibits opportunity – physically isolated neighborhoods, for example, or neighborhoods where there are gaps in community services; We recognize that to increase the capacity of a neighborhood or a population group involves partnerships with youth and with the various sectors that connect with them - families, neighborhood associations, schools, businesses, politicians, faith communities etc. We are aware of changing populations and the difficulty in anticipating emerging needs and issues; we recognize that maintaining effective linkages with youth in all of these physical and social communities is challenging, but necessary if we are to effectively achieve the goal of improving conditions and opportunities for vulnerable youth. In order to achieve this we will undertake appropriate activities, including: a) Developing an action plan and processes that will allow us to identify priority communities (neighborhoods and communities of interest) for intervention; b) Developing our understanding of community engagement and community capacity building by drawing on existing organizational knowledge and through our community partners; c) Ensuring that our programs are connected internally and externally, so that all of our activities are related to capacity-building and positive change in the community.
